Well here we have it, an old Reaganite making another gumption assumption, that the conduct of Bush's war was better than others in our past, compared to "the historical baseline"...I do not recall anywhere in our history where the chief executive, or the military for that matter, approved of the practices Bush & co. committed...If I recall correctly Washington ordered his troops to treat not mistreat the locals (a great column in the Post or Times quoting his policy, which seems in direct contradiction to Bush directives); later on (I believe post WWII, although I'd have to look it up) the U.S. considered waterboarding a war crime.
