6. why not both?
you should be able to grow at home, without tax in small quantities...
but why not let them turn it into a billion dollar industry ?
new jobs and new taxes on a new product wouldnt hurt our situation at the moment

10. Exactly!
People aren't all going to grow their own when it will be much more convenient to go to a shop and buy it.

Some people brew their own beer or make their own wine, but the majority just goes to the liquor store.
