5. I have a related question

Wasn't 50Billion in bonuses paid out prior to Obamaa taking office? I thought that the $160B number was bumped to $216B to include the earlier bonuses to the people that caused the the problem. Is that correct? Is that correct? I am guessing that I must have misheard it because I would expect more people to bring it up if it were true.
