Let'em filibuster. Let them actually have to do the traditional filibuster, without caving in and stopping it by dropping the vote or whatever. Make them go though with it. Set up cots in the hallways. Require the speeches and make the quorum of Senators be present. (the Majority Leader can insist on it) I guarantee after about the 4th or 5th one....their own will put a stop to it.

The only reason this has become such an effective tool is they just all want to go home so if you announce you are filibustering, everyone just sighs and it's all dropped and they move on. Make everyone do their job and stay and it will stop soon enough.
