Obama also mentioned that various levels of detainees will be put into categories that will determine if some go to other countries, remain here or are released.

They've already laid the seeds of scaring the public - Republicans claim cities in which detainees are held will be attacked as symbols, the prisons themselves will be subject of attempt to free prisoners, the detainees/prisoners will become leaders of mini-terrorist mafias, running the show of terror cells outside the walls like current prisoners run various drug cartels in some cases..... and all other manner of scare tactics.

Oh, and they also want you do believe that these detainees will be skipping by your house ready to break in and rape your daughters at any minute - but they keep that one understated.
