Weekly Address January 30, 2010

At this time last year, amidst headlines about banks on the verge of collapse and job losses of 700,000 a month, we received another troubling piece of news about our economy. Our economy was shrinking at an alarming rate – the largest six-month decline in 50 years. Our factories and farms were producing less; our businesses were selling less; and more job losses were on the horizon.

One year later, according to numbers released this past week, this trend has reversed itself. For the past six months, our economy has been growing again. And last quarter, it grew more quickly than at any time in the past six years.

This is a sign of progress. And it’s an affirmation of the difficult decisions we made last year to pull our financial system back from the brink and get our economy moving again.

But when so many people are still struggling – when one in ten Americans still can’t find work, and millions more are working harder and longer for less – our mission isn’t just to grow the economy. It’s to grow jobs for folks who want them, and ensure wages are rising for those who have them. It’s not just about improvements we see in quarterly statistics, but ones people feel in their daily lives – a bigger paycheck; more security; the ability to give your kids a decent shot in life and still have enough to retire one day yourself.

That’s why job creation will be our number one focus in 2010. We’ll put more Americans back to work rebuilding our infrastructure all across the country. And since the true engines of job creation are America’s businesses, I’ve proposed tax credits to help them hire new workers, raise wages, and invest in new plants and equipment. I also want to eliminate all capital gains taxes on small business investment, and help small businesses get the loans they need to open their doors and expand their operations.

But as we work to create jobs, it is critical that we rein in the budget deficits we’ve been accumulating for far too long – deficits that won’t just burden our children and grandchildren, but could damage our markets, drive up our interest rates, and jeopardize our recovery right now.

There are certain core principles our families and businesses follow when they sit down to do their own budgets. They accept that they can’t get everything they want and focus on what they really need. They make tough decisions and sacrifice for their kids. They don’t spend what they don’t have, and they make do with what they’ve got.

It’s time their government did the same. That’s why I’m pleased that the Senate has just restored the pay-as-you-go law that was in place back in the 1990s. It’s no coincidence that we ended that decade with a $236 billion surplus. But then we did away with PAYGO – and we ended the next decade with a $1.3 trillion deficit. Reinstating this law will help get us back on track, ensuring that every time we spend, we find somewhere else to cut.

I’ve also proposed a spending freeze, so that as we increase investments in things we need, like job creation and middle class tax cuts – we cut spending on those we don’t, like tax cuts for oil companies and investment fund managers, and programs that are redundant, obsolete, or simply ineffective. Spending related to Medicare, Medicaid, and Social Security will not be affected – and neither will national security – but all other discretionary government programs will.

Finally, I’ve called for a bi-partisan Fiscal Commission – a panel of Democrats and Republicans who would sit down and hammer out concrete deficit-reduction proposals by a certain deadline. Because we’ve heard plenty of talk and a lot of yelling on TV about deficits, and it’s now time to come together and make the painful choices we need to eliminate those deficits.

This past week, 53 Democrats and Republicans voted for this commission in the Senate. But it failed when seven Republicans who had co-sponsored this idea in the first place suddenly decided to vote against it.

Now, it’s one thing to have an honest difference of opinion about something. I will always respect those who take a principled stand for what they believe, even if I disagree with them.

But what I won’t accept is changing positions because it’s good politics. What I won’t accept is opposition for opposition’s sake. We cannot have a serious discussion and take meaningful action to create jobs and control our deficits if politicians just do what’s necessary to win the next election instead of what’s best for the next generation.

I’m eager and ready to work with anyone who’s serious about solving the real problems facing our people and our country. I welcome anyone who comes to the table in good faith to help get our economy moving again and fulfill this country’s promise. That’s why we were elected in the first place. That’s what the American people expect and deserve. And that’s what we must deliver.

1. Keep the faith!
After watching the video of the Republican caucus and President Obama....I'm a firm believer that this man is on the right path.

Nope, he didn't get it all done in the first year. He has three more, and I hope he makes the best of them. He's going to need those of us who voted for him, to continue to support and help him.

I'm not ready to roll over yet.

Phasing out the expensive F-22 war plane and other outdated weapons systems, which weren't even used or needed in Iraq/Afghanistan
Removed restrictions on embryonic stem-cell research
Federal support for stem-cell and new biomedical research
New federal funding for science and research labs
States are permitted to enact federal fuel efficiency standards above federal standards
Increased infrastructure spending (roads, bridges, power plants) after years of neglect
Funds for high-speed, broadband Internet access to K-12 schools
New funds for school construction
The prison at Guantanamo Bay is being phased out
US Auto industry rescue plan
Housing rescue plan
$789 billion economic stimulus plan
The public can meet with federal housing insurers to refinance (the new plan can be completed in one day) a mortgage if they are having trouble paying
US financial and banking rescue plan
The secret detention facilities in Eastern Europe and elsewhere are being closed
Ended the previous policy; the US now has a no torture policy and is in compliance with the Geneva Convention standards
Better body armor is now being provided to our troops
The missile defense program is being cut by $1.4 billion in 2010
Restarted the nuclear nonproliferation talks and building back up the nuclear inspection infrastructure/protocols
Reengaged in the treaties/agreements to protect the Antarctic
Reengaged in the agreements/talks on global warming and greenhouse gas emissions
Visited more countries and met with more world leaders than any president in his first six months in office
Successful release of US captain held by Somali pirates; authorized the SEALS to do their job
US Navy increasing patrols off Somali coast
Attractive tax write-offs for those who buy hybrid automobiles
Cash for clunkers program offers vouchers to trade in fuel inefficient, polluting old cars for new cars; stimulated auto sales
Announced plans to purchase fuel efficient American-made fleet for the federal government
Expanded the SCHIP program to cover health care for 4 million more children
Signed national service legislation; expanded national youth service program
Instituted a new policy on Cuba, allowing Cuban families to return home to visit loved ones
Ended the previous policy of not regulating and labeling carbon dioxide emissions
Expanding vaccination programs
Immediate and efficient response to the floods in North Dakota and other natural disasters

Negotiated deal with Swiss banks to permit US government to gain access to records of tax evaders and criminals
Ended the previous policy of offering tax benefits to corporations who outsource American jobs; the new policy is to promote in-sourcing to bring jobs back

Changed the failing/status quo military command in Afghanistan

Announced the long-term development of a national energy grid with renewable sources and cleaner, efficient energy production
Returned money authorized for refurbishment of White House offices and private living quarters
Paid for redecoration of White House living quarters out of his own pocket
Held first Seder in White House
Attempting to reform the nation's healthcare system which is the most expensive in the world yet leaves almost 50 million without health insurance and millions more under insured
Has put the ball in play for comprehensive immigration reform
Has announced his intention to push for energy reform
Has announced his intention to push for education reform

that I personally know) in long time federal jobs, that the upper layers of 'management' are finally listening to their concerns... fewer brainless political appointees.

I had trouble gettign past number 1 and 2 - we keep upping the debt ceiling by Trillions and he is going to cut $15B ? That's funny. This spendign is out of control. And the stimulus should not be considered a success by anyone other than an Obama cheerleader.

Number 3 - window dressing. This is not an accomplishment but a pronouncement

I can go on and on, but a couple personal favorites are the transparency, lobbyists and respecting the FOI Act (huh ??). Another favorite - the hybrid tax cut - did you see the golf carts (oh, right, they are golf cars) you can get for free after government subsidy ? Healthcare worked its way in there multiple times, but if intentions counted, I would have asked you for thing hew was trying to do. I asked what he got done.

Another I cannot resist - "phasing out Guantanamo" - Sorry, he said closed in a year. Now he is phasing it out ? No, no plan for the last 50 or so, so it is status quo there.

Announced, intends, put in play...

Sounds like me trying to convinve my boss I deserve a raise despite my undistinguished performance during my first year on the job....

As for killing the Somali pirates, he only had the good sense to allow the navy to do what the three snipers have spent years training to do, as opposed to violating a US policy of not negotiating with terrorists. That someone would even mention this as one of his accomplishments would be laughable if it weren't so pathetic.

10. To be honest, I have asked the same question in the past myself
and I love Obama as president. It would be nice for the list of accomplishment to be more "in your face" to everybody. Perhaps the administration needs to brag a bit more to overcome all of the people claiming nothing getting accomplished. I think that the reason that people do ask the question is based on what he ran on. When you hear about DADT and Health Care reform throughout the campaign, you keep an eye out for those things and do not pay attention so much to the long list of accomplishments that are not such big ticket items. From a perception standpoint, healthcare reform can trump all of the other things combined.

Also, one thing to add is that long list of accomplishments is in an environment of unprecedented (by a large margin) level of obstructionism. Imagine how much longer the list would be if the Rethugs were acting like such anti-american, treasonous, assholes who want to prevent ANYTHING from getting accomplished and cleaning up their mess.

He is the president. Gettign window dressing done is the stuff that should happen before breakfast.

Stimulus is a joke, the jobs situation is a tragedy and the hc scenario is the result if lack of direction and absolute leadership, as well as Guantanamo.

If you want me to congratulate him for getting a slam dunk SCOTUS nominee in place with a super majority in both houses, sorry that should have taken 4 phone calls.

So to clarify, yes, I guess he's gotten things done. Has he shown presidential leadership, in my opinion, no.

I have been accused before here when I present a view contrary to the Obama love-fest.

If you guys are happy that he most powerful man in the world was able to out-debate some rookie congressman, I am happy for you. You folks almost seem surprised it happened - I am not.

I am still a little disappointed about that silly little healthcare thing and closing guantanamo. How about we get back on that, and firing up some jobs ?

But of course, since I am not willing to celebrate "window-dressing" successes, I am assumed to be a troll ? Funny.
