5. There was a heated discussion here on DU

recently in which many here defended the right of a business to refuse to accept a large bill. I keep on looking at where it says "Legal Tender for all debts public and private" and figure that the only reason to refuse the bill is if you don't have the cash to make change.

Any business taking in huge amounts of cash money should be able to make use of those pens.

And I'm not necessarily against toll booth operators not accepting $100 bills, its the "detain and take down information" part that has me worried.
