1. Their Governor is to blame
What you are seeing in California is a complete lack of organizational ability on behalf of their local government and neighborhoods. One has to wonder if Grey Davis is back in control? California gets hit by wildfires every single year yet no rapid response force to date has been established. You would think after the hundredth wild fire every neighborhood would have already established a voluntary fire dept. much like just about every state I have ever been in has, to go get the hose out of the shed and plug it in and start hosing down the fire. Why are these people sitting around waiting on fire departments from neighboring states and the military to show up days later to put the already out of control fire out? If I were Governor Arnold I would distribute fire hoses to every neighborhood ahead of time and give some basic training to anyone who would volunteer what to do before it gets out of control. If you have good people on the ground you have built in a contingency plan to supplement their obviously understaffed local fire departments. Putting out grass and brush fires is not rocket science. Once when I was a kid we had a pretty good brush fire start in the neighborhood by someone burning a pile of trash and everyone was using garden hoses which contained it but didn't really put it out. After about 3 hours the fire department showed up and plugged in the big hose and put it out in about 5 minutes. Brush fires are very easily put out with water, and lots of it, and thats all they need but because California is so obviously mismanaged by their Repug governor I bet there isn't a big fire hose anywhere for miles let alone anyone who can plug it in and turn on the valve.

3. i agree with you
...but i think your proposal would never work in california- where the people are very quickly going to here "why wont the government do it" or "ill pay someone to do it" attitude. Take example from the '95 Long Island Sunrise Fires

4. Fires are a natural part of the landscape
More are caused by lightning strikes than even human activities.

Best that can happen is that homes can be saved. Other than that there is no real way to suppress them. In fact fire suppression is very bad in the long run.

Schwartzeneggar may be an idiot but he's not really much to blame for this one.

6. People! contrast this on site hands on "all we can do" behavior to Louisiana
No matter what complaints you may have about the readiness and organization of Los Angeles, the reaction and action of the government officials in Los Angeles could not be more extraordinarily different than that of those in Louisiana. Did they learn? Is the state government different? The size of the issue? All off these, but to say the fact that the number of electoral votes, the nature of the individuals involved, i.e. race, economic status do not make a difference in this situation to be blind to both the nature of mankind and to the ability to government to learn from it's past mistakes.

The government may have learned, but I don't think the lesson was all together altruistic.
