7. When there have been floods in the past along the Mississippi

prisoners have been used to help sandbag. I think many ask to be allowed to help. Especially now when our national guard is mostly in Iraq.

if something devastating happens ( which I am hoping doesn't) it will be very bad when we don't have all the equipment or manpower to take care of it...

11. Yes, I often drive past the local national guard building and yards

in our town and realize how empty the yard is: no heavy equipment, trucks, nothing. We are being left dangerous short in any real emergency.
