Pogo said "Us is Them". Who is "Us" and who is "Them"?

It sounds like a truism but is it?
Is it in the Bible?
The Constitution?
Fortune cookie?
Anybody got a link to Pogo so I can ask him/her/it personally?
Or am I to just look inside myself?
I am confused.
Help!

1. "We have met the enemy, and they is us" is the quote, I believe,
from a forlorn little Pogo in a Walt Kelly comic strip a LONG time ago. I no longer remember the context in which this particular strip arose (Pogo was heavily influenced by current world events, like Doonesbury).

Some other white-hair on D.U. will remember the context, I'm sure.....

6. I think I'm supposed to be pretty closely related to him and the other Admiral Perry.
They were brothers, I believe. My Mom told me how the relation worked a few months ago, but I've already forgotten.
