Anyone know why the House doesn't pass a binding resolution?

Anyone know why the House doesn't pass a binding resolution?
I am curious why we aren't taking this route. Obviously the Senate is a useless pile of shit. We have a solid majority in the House and there is no filibuster rule. Why isn't Pelosi pushing a binding resolution to end the war from that end of the building?

4. The same reason they never take this administration
to the floor on these matters; they are scared to for some reason. So they talk tough to placate the base, but essentially don't stop the most egregious things.

7. The votes probably don't exist.
There are enough "blue dog" and other "moderate" Democrats that such a bill would probably fail on the floor and be quite an embarrassment for the leadership team.
