Tim Johnson is still recovering and understandably missed the vote.

Harry Reid changed his vote to NAY in a strictly procedural matter which allows him to initiate another vote at his discretion. Anybody want to elaborate on this?

A good move, imo. Personally, I'd like him to come back with a stronger legislative statement and put the (R)'s on record about the escalation. We'll see. I'm assuming he didn't make the move without a plan for a follow up.

10. Cloture is a motion to stop debate and come to a vote on a bill, or in this case,

a resolution. 60 votes (super majority) are needed to "invoke" cloture. In this case, the motion to invoke cloture failed, leaving Senate Resolution 470 without that famous "up or down" vote Republicans were wont to trumpet a few short months ago. (The Resolution would've passed once it came to a vote.)

Majority member Reid voted last, for the minority, specifically to retain the option to reintroduce cloture at a later date and move the Resolution to a vote.

(asides) Cloture was enacted in response to endless filibustering to avoid a vote. It was originally set at 2/3 of the Senate, but those 67 votes weren't ever possible to achieve, so a Democratic Congress holding >60 votes, changed the rule to a 60 vote super majority. Notable instances for the need for cloture were ratification of the Treaty of Versailles and Civil Rights legislation.

From what I understand this right to reintroduce was a procedural compromise set in place when the 60 vote cloture rule was enacted.

This rule pertains to the Senate only, not the House.

I may be unclear on some of the specifics, but this is my take on the maneuver.
