I need an article/info on the millions Bush had budgeted for a celebration for Iraq war

Since we're not winning, he can't spend it without looking like a bigger fool than he already is.

Anyone have the article? Bush had set aside $ to trumpet his "win" over Iraq. I googled, but no luck.

that stated they had taken that money out of the budget for 2007 and turned it over to the general fund. Now I can't find it!
