New and Improved! What am I missing?

What is the difference between these 2 strategies?

1. Put a bunch of soldiers into Baghdad. They go block by block, watching, trying to find people who want to kill them before they do. House by house, bock by block. They return to their base at night.

2. Put a larger bunch of soldiers into Baghdad. They go block by block, watching, trying to find people who want to kill them before they do. House by house, bock by block. They camp out overnight wherever they are, then move on the next day to the next block.

All I can see is the camping out overnight part by more military. "Rolling surge"? "New and improved"? Am I missing a crucial bit here?
