Outsourcing Security Work to Poor Africans

According to Stephen "Scott" Helvenston's mother, testifying to Henry Waxman's House Oversight Committee, Blackwater has been going to little African villages and offering men $30/day to work as a security contractor.

As a bonus, their families are told that if they are killed, they get $1 million dollars. That's big money in Africa. Unfortunately, she wasn't more specific.

Thirty dollars a day saves Blackwater big money in their expenses, considering that an American contractor might make $350-$650/day (or more if they're working "black" contracts).

But the $1 million dollar death benefit (if it was actually paid), would be paid by insurance. That's another example of the cost-savings brilliance of Erik Prince.

2. Who IS Blackwater and who is involved?
Are they just moving paper or do they actually have a storefront? The name, Blackwater, keeps cropping up, but it always seems to be with corruption of some kind or another. Am I wrong?
