19. Well in Bush's case those are "soft" numbers

The President has high approval ratings when the country is in a crisis because people put aside their political differences. Plus when you consider all of what he did in his first year, his systematic destruction of everything we hold dear didn't really begin until after 9/11. So his approval ratings after 9/11 are understandable but "soft" numbers inevitably don't last.

In Giuliani's case, the hero of 9/11 myth has somehow managed to last.
