a few ground rules first:
A) IT IS NOT BUSH'S IRAQ REPORT. It belongs to Gen. Betrayus. And he and Crocker will be in charge of that report, all previous reports to the contrary. B) THE NIE REPORT SHOWS GREAT MILITARY PROGRESS. And the fact that politically, the place is a quagmire, descending into the depths of hell can be ignored. C) THE SURGE SOUGHT MILITARY PROGRESS, and therefore is a complete success. Forget those early reports that its sole purpose was to provide IRaq time to develop politically. Just erase that from the MSM lexicon, logic and reporting. D) IT IS TOO SOON TO REPORT ON THE SURGE. Despite our being there, in force, in violence, in bloodshed, since 2003, We only really started fighting starting this January, so we haven't had enough time. E) FORGET ALL PAST POLICIES, PREDICTIONS, EVENTS. THE SURGE CHANGED ALL THAT. THe surge is a clean slate, so we should all start from scratch. We need more time to see if the surge works.
To which, we can say bullshit. Here is one painful example: ignore the fact that we called that Imam al Sadr our enemy, our sworn enemy, our partner, our best friend, then we invaded his lands, killed his people, kidnapped his extended family, tortured his associates, then let them go, declared amnesty for Sadr, ignored him, claimed he was unimportant, admitted we fucked earlier and that he now poses a danger, claimed that his force is spent and not worthy of note, tried to arrest him, tried to bomb him, called him a potential partner, called him the most important person and biggest threat to peace, laughed at him as he sought temporary sanctuary in Iran, blamed his stay in Iran for more violence, started rumors he was dead, and scoffed when he returned. AND THAT IS JUST SADR.
For that one Imam, there are three dozen other sects, groups, militias, religious groups and leaders who have been treated as badly, if not worse, and less predictably than Sadr.
The CNN meme, the new and improved framing of Iraq is clear. Forget about four years of changing allegiances, changing plans, the destruction of the Baath party, the firing of 400,000 trained professionals, including teachers, doctors, nurses, professors, sanitation experts and more. Forget about arming, then firing 250,000 army members, without pay, but forgetting to secure arms depots, forgetting to take away their weapons, and forgetting to keep track of the guns we gave them. Forget about Paul Bremer's insane ideas about how to fix Iraq, when he in fact did more to break it than any other single person, excepting Cheney and Rumsfeld. Forget that Condi RIce has twice, once as NSA chair, and once as SexState, been in charge of IRaqi reconstruction. (we KNOW how well she does in a position of responsibility, don't we?)
The MEME is simple. The surge is new, it is working, ignore the past, ignore the old mistakes, and because the Surge works, it is too early to report on it. We need more time.
That, in a nutshell, is what CNN did today, and what every other compliant retired general, GOP expert, and GOP pol will promote. And to add insult to injury, the democrat(IC) party leadership will keep its powder dry.
