Thats an HR person saying don't watch TCAP tonight, right?

Is it funny because its a weird thing to say? If so, then anything obscure there would be funny, like Don't watch COPS or Barney tonight. Or is it as someone else suggested, that the HR guy is on TCAP and he doesn't want the two employees to see him.
