White House Issues Strategy for Terror ThreatsThe White House warned today that al-Qaeda is likely to intensify efforts to infiltrate terrorist operatives into the United States and expressed heightened concern about the potential use of improvised explosive devices, or makeshift bombs, in a domestic attack.
In a report issued today on U.S. national strategy for homeland security, the Bush administration also cautioned that the nation is "not immune" to homegrown Islamic radicalism, and it vowed to combat terrorists' use of the Internet to plan attacks, disseminate propaganda and recruit, train and fund operatives.

previous reports, including a July National Intelligence Estimate and a February presidential directive.
