WASHINGTON - The State Department may phase out or limit the use of private security guards in Iraq, which could mean canceling Blackwater USA's contract or awarding it to another company in line with an Iraqi government demand, The Associated Press has learned.

Such steps would be difficult given U.S. reliance on Blackwater and other contractors, but they are among options being studied during a comprehensive review of security in Iraq, two senior officials said.

The review was ordered after a Sept. 16 incident in which Blackwater guards protecting a U.S. Embassy convoy in Baghdad are accused of killing 17 Iraqi civilians.

The shooting has enraged the Iraqi government, which is demanding millions in compensation for the victims and removal of Blackwater in six months. It also has focused attention on the nebulous rules governing private guards and added to the Bush administration's problems in managing the war in Iraq.

And it prompted Secretary of State Condoleezza Rice to order the top-to-bottom review from a commission headed by Patrick Kennedy, one of the State Department's most experienced management officials.

You know how it always worked.

Everyone else knocks down a tab, so you do two.

By the time you come around on the beach the next day, everyone else has consumed everything in the ice chest (including the melted ice and bits of food and paper swilling around in it).

So you ooze over to the van and drain the bong, which sooner or later pisses everyone else off.

Then you start all over again.

5. Well, you DO know what that means, doncha?
All of the people who worked for the outfit will GO AWAY...and COME BACK later. They'll unload a bunch early so they can be the new hires for the new team. They'll have new patches, new ID cards, a new company name, but it will be the Same Shit, Different Logo.

Because they NEED to get them online immediately, it'll be a no-bid contract.

Mark my words.

18. Time for a strategic company name-change!
Arthur Andersen became Accenture. Blackwater becomes...Bongwater. I like it. Why not? That'll solve the whole problem and the rubes will never figure out it's the same company with a different name. Good thing that awful Blackwater is gone!.

24. If Rice, etal. are truly getting ready to ditch
the mercenaries then you KNOW there's tons of worse shit going on that hasn't hit the presses here at home. I don't give Rice and the State Department credit for possibly realizing they created and unleashed a monster that might prove not only embarrassing but uncontrollable. I do give them credit and strongly suspect they are trying to cover up something really horrible that they must really be freaked out about.
