The more they stammer and talk around an issue, the more they disagree with the administration in power.

They are prevented by the UCMJ from publicly criticizing any sitting US President (as they should be prevented). So, when they are trying to say something without being critical, they stammer and talk around the issue.

If they agree with the admin, their answers are usually quick and crisp.
