Our local NBC station just announced Rick Perry is endorsing Giuliani. Guess Kay has a good reason to leave the Senate.

5. He would have to have a Southerner, a Westerner would be nice too

and someone who is decisively on the right of the Republican party. Perry fits enough into the first two and right into the last.
