Question about Al Gore, the FEC and the draft Gore movement.

So, let's say the Draft Gore movement is successful in getting him on the ballot in most of the states. Does this make Gore an "official" candidate in the eyes of the FEC, or does he have to announce his candidacy personally in order for him to fall under campaign finance law?

I ask this because it could be a wonderful way for Gore to sidestep FEC regulations. He could simply not announce, yet continue to speak out and let his views be known without campaign finance law affecting him. He can do this while everyone else does the work of drafting him. A cleverly designed stealth candidacy could go on for quite a while in this manner.
