Whatever happened to "up or down vote"?
Bush nominates another controversial person to a post that doesn't need Senate confirmation.

Susan Orr, abstinence education advocate, will become head of family planning services.

Orr joins the likes of Iran-Contra convict Elliot Abrams in getting into powerful positions in the government but not needing Senate confirmation to get in.

2. I don't know if this position is the same - but there was an article
in NY Times the other day how Bush is getting around the confirmation process by appointing people as "acting"
