Seven months before 9/11, former Sens. Warren Rudman and Gary Hart predicted a terrorist attack on American soil. Last night, they made the same prediction. But this time around, response will be hampered by an overly bureaucratic Department of Homeland Security
and the misuse of the National Guard in fighting a war overseas, the two said during a forum on national security. "If Manchester, New Hampshire, has a terrorist attack next year, make no mistake about it, you're on your own for a long time," Rudman said.
"People think there's a great force out there ready to help. There isn't."The two former senators are bringing their message of national security and homeland readiness to audiences across the country. Last night's forum, held at Southern New Hampshire University, was produced by the World Affairs Council of New Hampshire. The New Hampshire Union Leader and Sunday News Publisher Joseph McQuaid moderated the forum.
Both senators have ties to New Hampshire. A Republican, Rudman represented the state for 12 years. Hart, a Colorado Democrat, won the New Hampshire presidential primary in 1984. In February 2001, the two released the report of the U.S. Commission on National Security, which they chaired. It warned that the country would become less secure and threats would be more difficult to anticipate. Terrorists, the report predicted, would acquire weapons of mass destruction, and Americans would die on American soil. Six years after 9/11, Americans seem to act as if nothing has happened, Rudman said.
Rudman said terrorists won't attack the country again with hijacked airplanes. Ports are most at risk, with only about 1 percent of cargo coming into the United States being inspected, Rudman said. A nuclear device with a timer in it could go through New York ports, be shipped to St. Louis and detonate, he said. "To me, the greatest threat is what's coming into this country in our boxes," he said...
Hart said the term "War on Terror" is misleading. Terrorism is more like an organized crime syndicate that won't be defeated with armies. Rather, terrorists will succumb to intelligence, SWAT teams and special forces that will uncover a terrorist cell and either arrest the members or slit their throats, he said.
