Say President Hillary does this on the Iraq War
She is inaugurated with about 120-130 thousand troops still in Iraq. In her first month she announces a withdrawal of another 20,000 troops to be completed within six months.

Subsequently throughout her presidency she phases the troops out of Iraq, but veeeeery slooooowly, such that by the end of 2011 we have about 50,000 troops left.

By the time she faces the voters again in November, 2012, all that is left is a token force to guard the Baghdad embassy. Combat is rare and casualties are almost zero.

I'm wondering how that would go over with people, and whether or not that scenario would diffuse the anti-war fervor within the Democratic Party.

1. I wouldn't personally be satisfied
But you've asked a good question. Might be just enough to put a damper on anti-war sentiment. I don't think troop level reduction will satisfy the general populace, however, unless it is accompanied by an end to the spending.

I'm thinking that as long as no one is getting killed, then it would not really be "war".

5. It All Depends On The Contractors
People seem to forget the 100,000 or more of those critters running around that country. I would hope one of the first things she would do is to immediately revoke all contracts and force the mercenaries out...then let's see where things stand.

This scenario also depends on if we're withdrawing unilaterally or in conjunction with an international force or some other country replacing our military. And, of course, it depends on the Iraqi people...The "insurgents" aren't going anywhere, they live there. The longer our military is drained and put in the middle of this civil war, the worse things will be for them. They have to be removed totally...this isn't Japan or Germany. Removing some, but not all troops will make those that remain sitting ducks and continue fueling the insurgency.
