As for McKinney, her introduced articles were virtually symbolic in that -- having been unable to introduce them for a floor vote, which would have required a discharge petition (218 cosponsors) -- she could only introduce them into the hopper (that's what it's called). The hopper is the mechanism for distributing bills to the appropriate subcommittee for approval/action.

Since each congress technically starts anew, McKinney's articles would have to be re-introduced to become a source of action. That could happen, but new articles are more likely.

Now, as for the "Jefferson's Rules" thing. These are rules that have always been adopted by congresses as part of their operating procedures. This particularly provision affords state legislatures the right to be heard by congress, should they pass and transmit articles of impeachment.

The "impact" would again be mainly symbolic/PR as there is no binding procedural requirement like a public or recorded voice vote that would force individual members to stand and approve of the regime's war crimes -- or impeach.

That said, symbolic/PR (i.e., persuasion) power is very real. It's only rival is violence.

Certain impeachment without certain conviction could do more damage than not.

Two thirds of the Senate must be ready to convict before impeaching the asshole.
