I mean, have a public referendum, across the country. Everyone votes, either for the war and all funding required or against the war and requiring an immediate withdrawal.

Then, if the war passes, then those who voted for it are put on the roll for the draft and the bill is divided up among those who voted for it, so that it may be paid for on an ongoing cash basis. That way, we have all the soldiers we need, and only those who support the war being asked to fight and fund it.

Sounds good, right?
