5. I didn't read it that way...

Sounds to me like she's saying "Bush just can't start lobbing bombs at Iran, and nothing is going to happen in Iran unless Congress says so."

I like it.

I think that is what they mean. As it is it reads more like, "Pelosi urges Congress to invade Iran."
