every April in New Orleans, run through the French Quarter. It starts and ends in front of Bubba Gumps restaurant which provides outstanding Pasta and Shrimp after the race and mass quantities of beer. Its lots of fun.

Sadly, that is pretty much the case these days, and the fact that absentee-ballots ask for which "race" makes it quite clear.

Typically, with government forms, there's a big difference between asking for personal information and requiring that it be provided. That's what the "Decline To State" box is for.
