How would Hillary Clinton's health care plan provide a person with health insurance if that person doesn't make enough money to file taxes?

As I understand, everyone will be covered with her health plan. Some say that Hillary's plan and John Edwards plan is very similar.

There will be several plans to choose from and nothing is written in stone. Before any health plan gets worked out there's going to be a lot of input from all people whose lives are going to be impacted, either negatively or positively, and it will take time.
