Rudy Giuliani was asked Tuesday about Hillary Clinton's misty-eyed moment the day before and his answer was ... 9/11.

"This is not something I would judge anybody on, one way or the other," Giuliani said when asked on MSNBC if he had ever teared up in public.

"And the reality is, if you look at me, Sept. 11 - the funerals, the memorial services - there were times in which it was impossible not to feel the emotion."
