This is an outgrowth of the "President's Management Agenda" - the "White House run as a corporation" idea that our "MBA President" has championed.

2. Wonder if the OMB thought that we're getting what we pay for
in the Defense Department? Did they check out Homeland Security or FEMA? Seems to me that the bookkeeping is shoddy enough that the Defense Department shouldn't get any money until they straighten out their books.

3. Shrub promised to run the government
like a business. He's doing it. Unfortunately, he's run every business he's had into the ground and expected somebody else to bail him out.
