at least for the detainees. I just finished reading 8'Clock Ferry to the Windward Side by Clive Stafford Smith where he says that the first prisoners arrived on January 21, 2002. Smith represents Reprieve, www.reprieve.org.uk and the book details some of his efforts to represent his clients there.
