EU reveals energy plan of action

European Commission President Jose Manuel Barroso
Mr Barroso says climate change is the ultimate political challenge
European Commission President Jose Manuel Barroso has announced "historic" plans to make Europe "the first economy for the low-carbon age".

He said Europeans wanted "a vision and a plan of action" against climate change and the measures would cost 3 euros (£2.10) a week for every citizen.

The aim would be a 20% cut in the EU's greenhouse gas emissions by 2020, which could rise to 30% with a global deal.

He told the European Parliament there was a cost, "but it was manageable".

Twelve killed in north Iraq blast
Map
At least 12 people have been killed and 132 wounded by a huge explosion in a block of flats in the northern Iraqi city of Mosul, officials have said.

Gen Abdul Kareem al-Jubouri said the blast followed a raid on a weapons and explosives cache in the building and that nearby homes were also destroyed.

Women and children are said to be among the victims of the blast in the city, 390km (240 miles) north of Baghdad.

The ethnically mixed city has seen an upsurge in violence in the past year.

4. I've been home since 1.30pm
and have not seen this once on MSNBC. I've seen Heath's death at least six times; Britney's woes three times and of course Nora and the gang have continue to promote imaginary wars between Hillary Bill and Obama. Oh Oh it's Heath time again.
