State of the Union Address
George W. Bush

27 February 2001

Our nation also needs a clear strategy to confront the threats of the 21st century -- threats that are more widespread and less certain. They range from terrorists who threaten with bombs to tyrants in rogue nations intent upon developing weapons of mass destruction. To protect our own people, our allies and friends, we must develop and we must deploy effective missile defenses.

He was trying to make the connection all the way back then, huh?

This is the only mention of terror in the entire speech a short section dealing with the military and security.

1. Yes he was
But it wasn't a State of the Union address.

Quite a number of web sites have it wrong, but his Feb 27, 2001 speech to a joint session of Congress was not an official SOTU address.

I had quite a time over night researching this little misconception, because of an article on WaPo which said tonight would be his 7th SOTU and possibly his last.

It IS his seventh, and likely he will do another, just in written form, delivered to both the House and the Senate... just as Jimmy Carter did.

BUT Clinton didn't give a SOTU in 2001 at least according to what I have been able to find including the link on the OP

3. Hard to tell...
Custom says that he didn't, although, again just as with the 2001 speech by Bush, there will be just a whole bunch of references that will say it WAS a SOTU (mostly because nobody bothers to distinguish between them. You'd have to look for something in the White House archives or National Archives to know for sure.

LOL...

I have MSNBC on in the background, and as I was typing, the idiot talking head just said "And President Bush will be delivering his LAST State of the Union speech tonight... blah blah".
Getting the facts wrong again, as usual.

Which is why I went the extra step and apologized to the WaPo writer and editor for making the same mistake that MSNBC just make, one they obviously bothered to research.
