National Defense University Papers: Iran and China
The National Defense University - based at Ft. McNair, in Washington, DC - is comprised of these components:

http://www.ndu.edu/colleges.cfm
http://www.ndu.edu/research.cfm
http://www.ndu.edu/specialprograms.cfm

These are just some examples of recent "thought leadership papers" coming out of the NDU Press:

"Reassessing the Implications of a Nuclear-Armed Iran," 2005: http://www.ndu.edu/inss/mcnair/mcnair69/McNairPDF.pdf

"China's Global Activism: Strategy, Drivers, and Tools," October 2006 (note the Iran-China relations and interdependencies mentioned): http://www.ndu.edu/inss/Occasional_Papers/OCP4.pdf

Civilian and military bureaucrats traipse to Ft. McNair to enroll in NDU courses such as these:

http://www.ndu.edu/snsee/index.cfm?secID=56&pageID=114&type=section

The NDU's Center For the Study of Chinese Military Affairs (CSCMA) today serves much the same purpose that predecessor groups served with respect to the Soviet Union: http://www.ndu.edu/inss/China_Center/INSS_About_CSCMA.htm

The neocons even have a SECDEF Essay Contest: http://www.ndu.edu/inss/Press/NDUPress_SECDEFEC.htm

To get a high-level glimpse into the "train the decision-makers" agenda of the neocons, I suggest poking around the NDU site.

Best to all,

- Dave
