Rebates - and Loan or not?

Earlier today this article was shared:

Initially, it included this line

"The checks are an advance on next year's refunds, and most, if not all of the money, will be deducted from taxpayers' refunds in 12 months' time."

Now it's been removed from the article. So what is going on? Does anyone know?

I saw a poll on CNN where only 15% of the over 9000 people responding said they would blow the "rebate" on something frivolous. Most said they'd use it to pay down credit card debt.
