It's different on all their faces, of course, but it's the arrogant sneer. You see it most pronounced on Cheney...but it's on Condi, Bush (although you've got to wade through a LOT of inappropriate affect to get there), Rove...
Guess Momma was right. Their faces DID freeze that way.
