This woman was representing people who had business in front of McCain's Commerce Committee. Establishing any sort of personal relationship with her was a massive conflict of interest. And, considering it was plain as day to his staff that he was becoming attracted to her, he crossed all sorts of line.

If he'd been romping with some big-haired bimbo he met in a bar, that would be bad and rough on his wife. But this?

Unethical behavior. Period.

23. Don't get caught up in the affair aspect. If she denies it and he denies it and there's no evidence,
... then the "affair" part will be gone in a flash.

It is the unethical relationship with a Congressional lobbyist with a huge interest in the proceedings of his committee that is key here. McCain can be had, and that is dangerous for a man with aspirations on the presidency.

We seem to be forever hung up in issues of fairness while they are engaged in a perpetual barrage of bullshit. Politics is dirty business. Let the NYT handle the ethics angle, the internets are not constrained by vetted sources.

Who cares if he actually said that or boffed his lobbyist? Make him keep on proclaiming his innocence until everyone is sure he is guilty.
