It's Just a "Best Case Scanario"
In an interview with BBC's HARDtalk on March 6, 2008, Power stated that Barack Obama's pledge to "have all combat brigades out of Iraq within 16 months" was a "best case scenario" that "he will revisit when he becomes president." She continued, saying that "what we can take seriously is that he will try to get US forces out of Iraq as quickly and responsibly as possible." Power concluded her statement, saying that Obama "will not reply upon some plan that he's crafted as a presidential candidate or a U.S. senator."

You can watch the exchange here. The relevant portion starts at 3:45 in the video.

But this is from his own web site:

"Obama will immediately begin to remove our troops from Iraq. He will remove one to two combat brigades each month, and have all of our combat brigades out of Iraq within 16 months. Obama will make it clear that we will not build any permanent bases in Iraq. He will keep some troops in Iraq to protect our embassy and diplomats; if al Qaeda attempts to build a base within Iraq, he will keep troops in Iraq or elsewhere in the region to carry out targeted strikes on al Qaeda."
