2. Well for me this was not surprising at all
see grew up down there, hell I had a front row seat to another one of those cyclical crisis where everybody almost gets to the shooting phase and then cooler heads prevail

So you don't need Victor really... those crisis started well before he was born... and will continue every so often

Now, he should be in jail, for a LOOONGGGGG time
