In this exclusive extract from his new book, Philip Shenon uncovers how the White House tried to hide the truth of its ineptitude leading up to the September 11 terrorist attacks. .

In the American summer of 2001, the nation's news organisations, especially the television networks, were riveted by the story of one man. It wasn't George Bush. And it certainly wasn't Osama bin Laden.

It was the sordid tale of an otherwise obscure Democratic congressman from California, Gary Condit, who was implicated - falsely, it later appeared - in the disappearance of a 24-year-old government intern later found murdered. That summer, the names of the blow-dried congressman and the doe-eyed intern, Chandra Levy, were much better known to the American public than bin Laden's.

Even reporters in Washington who covered intelligence issues acknowledged they were largely ignorant that summer that the CIA and other parts of the Government were warning of an almost certain terrorist attack. Probably, but not necessarily, overseas.

1. I remember the 24h coverage of Chandra Levy's disappearance.
As far as the looming security threat, I was totally unaware.

2. "Bass told colleagues that he gasped
when he found a memo written by Clarke to Rice on September 4, 2001, exactly a week before the attacks, in which Clarke seemed to predict what was just about to happen. It was a memo that seemed to spill out all of Clarke's frustration about how slowly the Bush White House had responded to the cascade of terrorist threats that summer. The note was terrifying in its prescience.

"Are we serious about dealing with the al-Qaeda threat?" he asked Rice. "Decision makers should imagine themselves on a future day when the CSG has not succeeded in stopping al-Qaeda attacks and hundreds of Americans lay dead in several countries, including the US."

In fact they had imagined it and realised it would provide everything they needed to further the PNAC goals:

"If the device that exploded in 1993 under the World Trade Center had been nuclear, or had effectively dispersed a deadly pathogen, the resulting horror and chaos would have exceeded our ability to describe it...Like Pearl Harbor, this event would divide our past and future into a before and after. The United States might respond with draconian measures, scaling back civil liberties, allowing wider surveillance of citizens, detention of suspects, and use of deadly force."

Tenant and Cofer Black who gave her a red alert and 10 on a scale of 10 warning - she later was even unable to recall this meeting.
I swear, once this meeting became public knowledge, she has not stopped flying around the world for a second.

She is never called on this meeting by reporters and it was overlooked and/or minimized by the 9/11 commission
