why else would the lower the discount rate 0.25% when they're meeting on tuesday and all bets are for a 0.75% or 1.00% cut in the fed funds rate? in and of itself, a 0.25% cut over the weekend is a joke.

it ONLY makes sense if they let bear borrow at the new, lower rate. my guess is that, at the last fed meeting, they gave bernanke the authority for a 0.25% cut in between meetings; any more would require a full meeting that couldn't be arranged over the weekend.
