A. Yes. For this purpose, the stimulus payment is treated like any other tax refund. This means that part or all of your payment can be used to pay past-due federal or state income taxes or non-tax federal debt such as student loans and child support. If this occurs, you will receive a letter explaining how the stimulus payment was applied.

Thing that I don't like is the 17 yr old cut off in determining your dependents. I have a 20 yr old and a just-turned-17 yr old.
If they are full time students in college and you are still claiming them in your tax returns, why not be able to count them for the so called rebate?
Or what about those with kids still in high school/living at home who turned 18 before Jaunuary?? Just IMHO, if they are legally still a minor under your roof, they should count for something!!
