It's pretty easy to make a video like that. Simply edit out any correct answers.

Are the people interviewed that stupid? Why yes, they are.

Years of watching Leno do his "jay-walking" shtick should have told you that.

The amazing thing about Leno is he often gets a bit of biographical background on his victims... a surprising number have college degrees or are in college.

Dana Perino on the Cuban Missile Crises is much more telling about the "dumbing down" of America.

Watch the George Carlin rant on this subject... I think he is absolutely right.

Or in this case the editing. You go anywhere, in any country, and spend a few hours asking random people walking by 10 questions and you'd be able to edit it so that city/state/country/whatever is smart or dumb or whatever you like. Just not show the correct answers.

Have a few interns out trolling populated places for stupid people, and feed them back to the producers with the cameras. I've seen similar videos of australians, europeans, english, etc. There's always going to be dumb people, and if you troll through a few hundred people you're gonna find enough to do one of these. Or enough smart people to make the populace look incredibly smart.
