Although some believe the United States is on a collision course with China, Kissinger - who with Nixon opened relations with China in 1971 - said the two nations are natural partners.
"We should not look on China as a military adversary," he said.
But U.S. leaders should condemn China's human rights violations, Albright added. In Latin America, free trade will bring prosperity to the region, Baker said. He said he hopes the next president will succeed in negotiating an agreement where Bush and Clinton failed.
New leadership in Cuba brings hope for thawing relations, Christopher said. He called for ending the embargo, which is "driven more by politics than by foreign policy. When policies don't work for 50 years, it's time to think about trying something new," he said.
