What is the US Institute of Peace and who's this asshat on C-Span

Some guy (Paul Hughes) fromthe Institute of Peace is on C-Span and this guy is one of the finest war mongers I've ever heard on TV. What gives with this shit?

On edit: Not much information from a web search. Congress funds it, Bush appointed its head (which explains the asshat spokesman), and its mission looks benign, while at least this one guy on TV is anything but a man in search of peace.

The United States Institute of Peace is an independent, nonpartisan, national institution established and funded by Congress. Its goals are to help prevent and resolve violent international conflicts, promote post-conflict stability and development, and increase conflict management capacity, tools, and intellectual capital worldwide. The Institute does this by empowering others with knowledge, skills, and resources, as well as by directly engaging in peacebuilding efforts around the globe.

In 1981, a congressionally chartered commission recommended the creation of a national peace academy. The United States Institute of Peace was signed into law in 1984 by President Ronald Reagan.

Established in 1984, the Institute meets its congressional mandate through an array of programs, including grants, fellowships, conferences and workshops, library services, publications, and other educational activities. The Institute's Board of Directors is appointed by the President of the United States and confirmed by the Senate.<1>

the words 'general' and 'peace' don't seem to go together. but apparently he had a metamorphoses after he retired from the military and now he does 'peace'.

The Goddess of Peace is waaaay too busy to talk nonsense of the TV that early in the morning....

I saw the thing the OP is talking about and I too was wondering what and who the organization is....

5. C-span was derailed quite a long time ago --- it is the product of corporate-press ---
There was a "Golden Age" of C-span --- but long gone ---

During first Gulf War it turned into a place for the military to hang out --
blocking pretty much everything else.

In my area, we've lost C-span II unless I tune in via the internet --
they were pretty much hacking away at it -- Comcast, that is --- so we had lost it pretty much
anyway --- gone on weekends totally -- cut off early in the day.
It's on at a higher tier of service because there was this emergency to broadcast it in High Definition --- !!!

Result is, I rarely think of tuning into C-span II anymore ---
We've lost a lot in this --

He seems to run a conflict resolution think tank. His real job is probably to help Bush Cronies figure out who will take the bribes while their country is ransacked.
