I'm Wondering What Rumsfeld Said During Hearings About Torture
Somehow the phrase "a few bad apples" keeps popping into my mind, but none the less, if he was under oath and told a committee that as far as he knew all the torture that was going on was the result of demented troops or an isolated command when in fact he had been in the cat bird seat directing the torture, well then, do we have a perjury?
