I've seen Big Dog videos from inside the lab...it doesn't make as much noise there, but its hooked up to a cabled external power supply.

assuming that a military should exist, it stands to reason that the military should have some kind of discretionary budget with which to do research for self improvement. One can take issue with what the military chooses to fund, but that doesn't mean they shouldn't fund research at all.
